Trust grade doctors — how flexible is your annual leave?

I'm a CT1-equivalent trust grade. Want to take 3 weeks off in summer but rota coordinator says max 2. Is this standard?

As a trust grade, I get 27 days plus bank holidays. The rota coordinator is reasonable if I request 6 weeks in advance, but last-minute requests are hard.
